Power plants with complex technology have various gradations in design process. These levels in the current time have a critical importance by maintaining the goals of sustainability and sustainable development. These buildings require sustainability according to their complexity to provide the finance and discrete budgets for functional needs. Meanwhile, to design solutions to avoid creating pollution and the reduction of energy, there should be care and these buildings in their life cycle have a social function. These solutions are possible to provide a method in design. Focus on interventional procedures and unique in design can be very efficient. In this case, it is necessary to focus on all areas of a power plant to provide appropriate budget and ability allocated in order to have space preference. This article on combined cycle power plants consider three economic, social and environmental subjects that are fundamentals of sustainable development. According to the expert’s selection, considering the issue of performance - economics is the first priority. By using hierarchical method and analysis of the expert choice, steam generators zone is the study priority on the use of a comprehensive modern method.
